She then created a serum that allowed control over them, which the emperor used to manufacture large numbers of zombie guards.

The monster Adrian had encountered appeared similar to those worms. However, Enigma City had been destroyed, so it was unlikely for them to be present there. The only explanation was this monster was connected to how the zombie guards were made.
